1.) Senior Accountant

Basic Functions

• Under the direction of the Deputy Director, Finance, the Accountant shall assume responsibility for accounting in the Country Office and ensure compliance with the contractual financial requirements of programs/projects.

Key Responsibilities
Treasury & Cash Management:

• Oversee CO treasury operations, including daily cash position, payment tracking, and monthly bank reconciliations.
• Maintain accurate records of all CO bank accounts and banking mandates.
• Serve as the primary contact for CO banking relationships and staff profiling.
• Prepare and submit weekly cash requests to the Hub and ensure country office liquidity for daily operations.
• Ensure accurate recording of intercompany and other third-party cash transfers.

Payments & Compliance:

• Lead payment processing on DPA, GFAS, and GAPS platforms; monitor daily payment status.
• Coordinate review of submitted payments for the country office and follow through for payment.
• Maintain updated payments records including all payments documentation.
• Prepare monthly PAYE, WHT and other statutory remittance schedules and ensure timely statutory remittances.
• Maintain records of all statutory obligations and compliance requirements.

Financial Reporting & Analysis:

• Coordinate monthly submission of country office balance sheet and ensure the accuracy of the balance sheets before submission.
• Prepare monthly pipeline reports for  projects as may be assigned.
• Assist in preparing monthly and annual financial reports, including subproject financial status and supporting documentation.
• Monitor project expenditures, analyze financial data, and produce periodic/ad hoc reports.
• Support business development activities by assisting in budget development for new programs and modifications.

Audit & Documentation:

• Retrieve and collate supporting documents for audits.
• Ensure accurate maintenance of accounting records, including checking accounts, equipment, and supply registers.

Budgeting & Workflow:

• Assist in monitoring subproject budgets against approved work plans.
• Prepare fiscal year budgets and enter them into the accounting system.
• Support state and other project finance staff to ensure accuracy and completeness of payment documentation.
• Support accounting workflow for CO and subrecipient reports, including reimbursement reviews.

Other Duties:

• Oversee the management of petty cash within the country office and provide technical supports to deep field offices on cash management.
• Create and maintain financial spreadsheets.
• Collaborate with team leads to resolve expenditure and budget issues.
• Perform other duties as assigned.

Qualifications and Requirements

• BS / BA Degree in Accounting, Finance and Business Administration or its recognized equivalent, and 5 - 7 years relevant experience.
• Or MS/MA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 3 – 5 years of relevant experience.
• Minimum of 3-4 years experience in accounting related to international development programs.
• Familiarity with DOS funded programs and non-governmental organizations in Nigeria is an advantage.
• CPA, ACA, ACCA or recognized equivalent is an advantage.
• Demonstrated success in multicultural environments is an advantage.
• Experience must reflect the knowledge, skills and abilities listed above.

2.) Assistant Technical Officer, Primary Health Care

Basic Function

• The Assistant Technical Officer (ATO), Primary Health Care (PHC) will triage, examine, diagnose and treat patients in need of primary health care at the facility.
• Based on the diagnosis, the ATO-PHC will prescribe appropriate treatment to patients and suggest follow up as required.

Duties and Responsibilities

• Work as part of a multidisciplinary team of international and national staff to provide high quality patient care to an extremely vulnerable population.
• Provides accurate diagnosis, treatment and management of patients in a primary health care setting
• Assess patients and refers them for specialized health care (as required)
• Participate in the delivery of quality health care to patients in a primary health care setting
• Adheres to relevant Code of conduct and ethics
• Participate in outreach and community health programs (as required)
• Provide health education to patients
• Maintain adequate and correct records of patient care including consumables & instruments utilized (if any)
• Work with technical and M&E teams to collect appropriate baseline data on the life of the project
• Remain informed on current programs in the field of Clinical Management of integrated medical services and related developments by reviewing current literature and staying alert to any implication of such experience and research to the project implementation especially the Clinical Management of integrated medical services at the facility level
• Compiles and submits periodic reports
• Ensure adequate infection prevention and control standards are maintained at all times.
• Participates in Continuing Professional Development (i.e. training, mentoring)
• Performs any other duties as may be assigned.

Qualifications and Requirements

• MB.BS, MD or its equivalent with minimum of 1-3 years of relevant post NYSC experience in emergency and constrained settings, INGO experience is most desirable.
• 1-3 years of relevant experience in clinical setting.
• Must have a valid practicing license.
• Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
• Previous experience working in a humanitarian crisis is highly desirable.

Knowledge, Skills & Attributes:

• Knowledge of Nigerian clinical setting, including government and non-government settings.
• Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding program delivery
• Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.

3.) M&E Director

Project Description

• Lagos Outcomes Fund for Education (2026–2029) is a pioneering outcomes-based financing initiative led by the Lagos State Government and the Education Outcomes Fund (EOF).
• The programme will support out-of-school children (OOSC) and vulnerable learners—including migrant children, street-connected youth, and children with disabilities—to access quality education, stay in school, and improve foundational learning outcomes.
• The programme will strengthen teaching and school leadership, improve learning environments, and deliver targeted support to reduce dropout and improve literacy and numeracy outcomes.
• It will also generate evidence to inform future scale-up and embed results-based practices within public education systems.
• The programme aims to reach up to 200,000 children across Lagos State, including 68,000 OOSC and 132,000 in-school learners.

Position Description

• The MEL Director will lead the design, implementation, and oversight of the programme’s monitoring, evaluation, and learning systems.
• This includes managing rigorous performance metrics tied to outcomes based financing, overseeing learning assessments and digital data systems, and ensuring alignment with national EMIS and evaluation frameworks.
• The MEL Director will work closely with a third-party evaluator. As this is an outcomes-based award, the MEL Director will play a critical role in ensuring that M&E targets are met.
• Achievement of these targets directly influences payment disbursement and programme success.
• The MEL Director will therefore be expected to lead with precision, integrity, and a commitment to data-driven delivery.
• The MEL Director will be responsible for developing robust monitoring systems that are reviewed with the programme team on an ongoing basis, supporting a culture of adaptive management and continuous improvement. A key focus will be the use of data dashboards to enable real-time decision-making, track progress against targets, and facilitate learning across implementing partners and government stakeholders.
• These dashboards will support transparent performance management and help identify areas for course correction.
• The ideal candidate will have a strong track record of playing a leadership role (M&E Director or equivalent) on other large scale education programmes in Nigeria. 

Job Summary / Responsibilities

• Lead the development and refinement of the MEL strategy, ensuring alignment with the programme’s theory of change, logframe, and payment metrics.
• Collaborate with the third-party evaluator to design rigorous, context-sensitive evaluation protocols, including pre-post testing and benchmarking approaches.
• Design and oversee monitoring systems for placement, retention, and learning outcomes across both out-of-school and in-school components.
• Operationalise digital data platforms and dashboards to support real-time tracking, adaptive management, and transparent reporting.
• Ensure monitoring systems are participatorily reviewed with the programme team and implementing partners on an ongoing basis.
• Manage relationships with the independent evaluator, ensuring timely and accurate verification of results.
• Oversee spot checks, data audits, and triangulation processes to maintain data quality and credibility.
• Facilitate regular learning and reflection sessions using MEL data to inform programme refinement and course correction.
• Promote a culture of evidence-based decision-making and continuous improvement across the consortium and government stakeholders.
• Lead the production of MEL reports and contribute to donor reporting, including quarterly and annual submissions.
• Ensure data is accessible and actionable for programme staff, government counterparts, and other stakeholders.
• Build MEL capacity across the programme team, implementing partners, and LASUBEB counterparts.
• Support alignment with national EMIS and assessment frameworks, contributing to system-level strengthening and sustainability.

Required Qualifications 

• Advanced degree (Master’s or higher) in education, evaluation, statistics, economics, international development, or a related field.
• Minimum of 12+ years of progressively responsible experience in monitoring, evaluation, and learning for large-scale education programmes in low- and middle-income countries, preferably in Nigeria or West Africa.
• Demonstrated experience in outcomes-based financing, payment-by-results, or performance-based contracting, with a strong understanding of how MEL systems drive programme success.
• Proven expertise in quantitative and qualitative evaluation methods, including pre-post testing, benchmarking, and use of tools such as EGRA, EGMA, and NALA.
• Experience designing and managing digital data systems and dashboards for real-time performance tracking and adaptive management.
• Strong track record of working with third-party evaluators, managing verification processes, and ensuring data integrity and compliance with ethical standards.
• Familiarity with Nigeria’s education data systems, EMIS frameworks, and national learning assessment policies.
• Excellent stakeholder engagement and communication skills, with experience working collaboratively with government agencies, donors, and implementing partners.
• Ability to lead MEL capacity strengthening initiatives across diverse teams and partners.
• Oral and written fluency in English required.
