1.) Site Acquisition Manager, Permit
Job Locations: Lagos

Job Summary
- The Site Acquisition Manager, Permit is responsible for managing all project activities to ensure the process of obtaining all regulatory permits for site build is smooth and effective for all site builds.
- The Site Acquisition Manager, permit works closely with the Regulatory and Property team to ensure objectives are achieved for ATC Projects.
Essential Duties
- Effective self-leadership as an individual contributor in a high-performance environment.
- Coordination of project towards obtaining regulatory permits.
- Develop a schedule for project completion.
- Review the project schedule with the regulatory and property team and all other staff that will be affected by the project activities; revise the schedule as required.
- Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project.
- Effective project budget control.
- Monitor and ensure internal processes, policies, and SLAs are followed to guarantee that approvals, Licenses, and Permits are expeditiously obtained for site build.
- Act as the primary interface between the Property Team and Regulatory team to ensure smooth delivery of the permitting program.
- Responsible for effective quality control of project delivery of the permitting program.
- Ensure project delivery within the scheduled time.
- Effective management of project risk, report project risk triggers and advise on preventive action plans.
- Ensure project documents are complete, up-to-date, and properly secure.
- Determine the objectives and measures upon which the project will be evaluated at its completion.
General Responsibilities:

Education and Experience
- Minimum of First Degree or its equivalent from a reputable Institution
- 5 or more years of experience in working with the regulatory and permitting industry
- Minimum of 3+ years of
- experience or more in a Telecommunication or Infrastructure Company, with direct involvement in permitting and regulatory activities.
- Previous experience working in a project management environment shall be a distinct advantage.
Competencies:
- Ability to work in a team environment as well as independently
- Excellent financial and budgetary skills
- Intermediate to expert-level Microsoft Word, Excel, Microsoft Projects, and PowerPoint skills
- Proven ability to manage and foster relationships with teammates

2.) Head of Procurement and Supply Chain
Job Location: Lagos

Summary
- The Head of Procurement and Supply Chain is responsible for overseeing the supply chain processes for all Company related operations activities and strategically sourcing quality materials and services at the lowest total cost using a supplier management program that leverages best-in-class people, systems, and processes.
- In addition, the incumbent will oversee and direct the operations of our Fleet, Logistics, and Warehouse operations.
- He/She will be the Company’s subject matter expert in the Supply Chain area and will collaborate with their internal and external partners to achieve expected buying goals and cost savings.
- The Head of Procurement and Supply Chain will be charged with ensuring compliance with procedures and being able to scale with the company’s activities.
- This position will also benchmark ATC Nigeria’s productivity in procurement operations to the best-in-class performance of similar companies in the industry.
Essential Duties
- Lead the operational activities of all categories of purchases and warehouse inventories.
- Lead the creation of PO requests, issuance, and receiving and timely supplier payments and metrics.
- Manage the month-end financial close process and optimize inventory levels.
- Streamline the warehousing and logistics operations to meet the needs of the organization.
- Interface with the internal stakeholders, understand their needs and initiate and manage specific projects that are executed timely to meet company objectives with an emphasis on the improvement of productivity and efficiency.
- Interface with counterparts in the company to manage owned and leased fleets of Vehicles.
- Lead procurement planning process and ensure availability of materials for project execution.
- Manage all information generated by the supply chain for ease of reference.
- Partner with Accounts Payable to maximize the financial benefits of early payment terms.
- Identify process improvement opportunities. Contribute to creating or amendment of Supply Chain policies and processes and maintain supplier master policies and structure.
- Ensure compliance with all contractual obligations with suppliers.
- Monitor and track supplier performance and provide regular updates to the tender committee and management.
- Coordinate activities of the tender committee.
- Evaluate and implement Oracle modules and other software systems that would enhance the Supply Chain team’s productivity and capabilities.
- Staff and develop a high-performing and motivated Supply Chain team responsible for interfacing with business and supplier partners to execute holistic end-to-end commodity strategies.
- Manage functional skill building within the assigned team and commodity structure. Improve professionalism, capabilities, and skill sets of the Supply Chain team.

Supervisory Responsibilities:
- Supervise and manage the performance of direct reports.
- Proactively identify and resolve personnel issues in conjunction with Human Resources.
- Recruit, develop, and retain staff, partnering with Sr. Management and Human Resources. This includes onboarding and orientation for new hires.
- Provide disciplined performance management for the team. Define and communicate annual goals, perform formal and informal performance reviews, and ensure changes and updates are communicated in a timely and professional manner.

Education and Experience
- Bachelor's Degree required, preferably in Engineering, Business, or Supply Management. MBA preferred.
- Minimum of Ten (10) years of professional experience in Supply Chain and/or Strategic Sourcing with a track record of meeting and exceeding assigned goals and objectives.
- Four (4) years of previous experience managing a warehouse.
- Five (5) years of direct management experience required.
- Experienced in the management of supplier relationships and negotiating statements of work (SOWs) and service level agreements (SLAs) with a proven record of substantial cost savings to the Company.
- Wireless telecommunications industry experience is preferred, including sourcing or working in the construction or operations functions.
- Professional Certifications preferred (CPM, CPSM, CIPS, or CPIM).
- Oracle supply chain modules experiences required.
Functional Knowledge:
- Category management experience in the Procurement department. Strong negotiation and cost-saving skills, and a demonstrated process improvement background.
- Demonstrated success in identifying and synthesizing needs into a concise, clear, and influential presentation, focusing on consistent and concise message delivery. Able to work effectively across many internal functional groups to optimize product offerings and resolve issues.

3.) Zonal Asset Manager, North
Job Location: Kano
Description
- The Zonal Asset Manager (ZAM) administrates all ATC tower assets and ground leases in the zone. The ZAM manages the landlord relationship with respect to ensuring compliance with the obligations of the governing ground lease agreement.
- Responsible for managing the ground lease expense of the Zone in compliance with the financial key performance index of the Zone/Region.
- The ZAM will also ensure to obtain requisite consents, and notices necessary for customer collocations. The job holder may be required to support various operational and special projects within their zones including New Builds etc.
Essential Duties
Colocation:
- Deliver the consent and notices required for colocation on sites.
Property Management:
Ground Lease Administration:
- Ensure that all ATC sites comply with terms set out in the ground lease agreements or other legal documentation as well as regulatory compliance.
- Ensure ground lease reviews/payments are carried out in advance and line with the tenets of the ground leases.
- Negotiate ground lease renewals in advance of lease expiration and line with lease renewal principles and financial parameters set by the Organization.
- Relationship management of Landlords via pre-planned visits, phone calls, and responding to the Landlords' inquiries.
- Negotiate the purchases of existing sites and acquisition of legal title following guidelines/principles
New Build/Site Acquisition:
- Validate the transfer of all new build and acquired sites documentation for integration into Siterra
- Support the site acquisition and related teams with negotiations on new acquisitions.
Permitting:
- Ensure all permits for existing sites are up-to-date and provide the details necessary to the relevant stakeholders for their renewal.
- Prepare all documentation required from the Property Dept for permit applications.
- Liaise with internal departments, external vendors/partners, acquisition and permitting agents, title search, and others to ensure sites are adequately permitted and transactions closed within defined time frames.
Data Management & Reporting:
- Ensure Siterra and other working tools and applications are kept up to date will all documentation relevant to a site history.
- Prepare zonal reports as per agreed schedules and format regarding activities within the zone.
- Contribute to process improvement of the department's processes to improve efficiency.
- Ensure the up-to-date maintenance and accuracy of all site documentation on the company’s records systems including memos, correspondence, etc.
Dispute Resolution:
- Participate in the resolution of disputes concerning landlords, regulatory agencies, or other stakeholders.
- Resolve any escalations in the zone within predefined timescales.
- Keep all stakeholders up-to-date on the status of any pending site issues.
Contractor Management:
- Manage the performance of vendors assigned to the zone
- Conduct random quality checks on vendors' closed-out transactions in accordance with procedures
- Report on the weekly performance of the contractor(s) working within the zone.
Special Projects:
- Undertake any projects that may from time to time be implemented by the Company.
Other:
- Any other duties as assigned.
Competencies
- A Bachelor’s Degree in Land Management, Estate Management would be an advantage.
- 3+ years of experience in Telecommunications Site Acquisition/Property Management.
- Advanced working knowledge of Landlord and Tenant Law and practice, NCAA regulations, NESREA guidelines, and local permitting regulations.
- Ability to read and interpret legal documents; including legal descriptions, survey plans, ground leases, easements, purchase contracts, etc.
- Sound understanding of basic financial principles
- Sound technical knowledge in site acquisition for Telecom infrastructure business/real estate
- Experience in managing multiple sites/locations
