1.) Program Manager

Background

  • Since November 2016, iMMAP has been providing information management (IM) support to most humanitarian sectors responding to the crisis in northeast Nigeria. iMMAP currently supports nine sectors.
  • The project funded by the USAID Bureau of Humanitarian Assistance (BHA) aims to strengthen the IM capacity of humanitarian sectors across the country, including support of information flow from sectors and inter-sectoral analyses.
  • Our activities conducted throughout the past four years resulted in impactful, short, and medium-term outcomes that contributed to the improvement of the overall response. Since 2020, iMMAP Nigeria has served as the legal host for the Nigeria INGO Forum (NIF), with partial funding derived from the BHA-funded project.
  • The incumbent will support and effectively contribute to the initiation, planning, design, development, and implementation of the program in Nigeria.
  • The incumbent will be based in Abuja, and report to the Country Representative for Nigeria and the Africa Desk Coordinator.
  • The incumbent is tasked to develop, review and improve business processes related to the support and delivery of the program.
  • The incumbent is further responsible for the day-to-day coordination with humanitarian partners and other stakeholders in the Borno, Adamawa, and Yobe (BAY) states, including the NIF.
  • The incumbent will be expected to develop practical, suitable, and innovative solutions for the program-related challenges, and will also be involved in the development of projects with existing and new partners and donors.

Description of Duties
Overall Purpose of the role:

  • Under the responsibility of the iMMAP Nigeria Country Representative, The Program Manager will supervise and monitor all departments and their activities in Maiduguri-Borno State related to operations implemented in order to ensure donor and internal compliance to regulations and procedures at the programmatic, administrative, security and financial level.

Project Management:

  • Provide programmatic leadership & team management in the development and implementation of the programs.
  • Support the Country Representative in maintaining strong partnerships and diversifying partnerships by identifying new partners in support of the Country Business Development Plan.
  • Ensure high quality of project and program plan with effective delivery and fulfilment of objectives and utilization of budget.
  • Proactively inform the Country Representative of identified opportunities, risks and risk mitigation relevant to the program planning and implementation.
  • Plan the mobilisation of resources for the implementation of program activities.
  • Manage a comprehensive activity plan, including resource needs analysis, covering the time frame.
  • Maintain an overview of the national and regional context with a view to the strategic development of the project both in the current identified sites and potential of future program extension and expansion.
  • Support programme implementation as needed, including developing assessments, baselines, budgets, monitoring and evaluation systems, field visits to verify data, reporting and close-out.

Program Supervision:

  • Be proactive in suggesting new programmatic developments, new areas of iMMAP support & intervention.
  • Lead proactively on external coordination with other actors (OCHA, UN sector lead agencies, government agencies, implementing partners, and academia) at the relevant level, actively build relations and establish information sharing channels to ensure iMMAP is well placed amongst actors in the Borno, Adamawa, and Yobe states.
  • Ensure training needs of teams are identified in collaboration with the Project Leads.
  • Ensure that Host Agreement with Nigeria INGO Forum is observed, and processes are being implemented.
  • Builds solid relationships with key national partners including Government, Academia and others. 
  • Ensure all identification, selection and contracting related issues for the staff of the designated project are carried out in accordance with iMMAP guidelines.
  • Through a consultative leadership style and a transparent and supportive communication structure, develop and build an effective iMMAP project team.
  • Plan and construct the program budget.

Security Management:

  • Be regularly abreast of the security situation in the Northeast of Nigeria, keeping close coordination with the Country Security Advisor, and Global Security Advisor.
  • Ensure that all staff receive a security briefing by Country Security Advisor when starting a contract.

Identification of New Programmatic Areas:

  • Under the guidance of the Country Representative, participate in the update of the Nigeria Business Development Plan.
  • In coordination with the Country Representative, participate in new project proposals development and donors reporting in collaboration with technical teams, project leads, Country Representative and iMMAP HQ.
  • Capitalize on the good practices developed by the mission and share it with the relevant stakeholders.
  • Regularly assess and provide feedback and recommendations on the quality of the programmes.

Representation:

  • Build relationships on behalf of iMMAP with bilateral donors, international non-governmental organisations, implementation partners and other agencies relevant to the implementation of the programme.
  • If requested by the Country Representative, attend meetings, conferences, workshops and humanitarian events, related to iMMAP activities in Nigeria.
  • Promote iMMAP activities in Nigeria.
  • Ensure complete and timely reporting of activities to iMMAP, donor, and implementation partners.
  • Assist iMMAP Head of Office with forward strategic planning, monitoring and evaluation.
  • Other relevant duties as assigned by the Country Representative

Requirements
Education:

  • Master's Degree in Information Management, Business Administration, or International Development Studies preferred.
  • Advanced University Degree or related Technical Training in Information Management, Computer Information Systems, Database Administration, Knowledge Management, or Geographic Information Systems

Experience:

  • At least 10 years of experience with increasing responsibility in Field Coordination, Missions Support Roles, in I/NGOs or other humanitarian agencies (required).
  • A minimum of 5 years experience in programme management is required; or an equivalent combination of education and experience.
  • Knowledge of Information Management will be advantageous..
  • Experience in donor and partnership relationships, and representation with a wide range of organizations and stakeholders.
  • Strong management and organization skills, excellent knowledge of project management and support operations (required).
  • Proven and well-developed influencing and relationship-building skills in dealing with stakeholders at all levels.
  • Demonstrable highly developed written and oral communication skills, including strong reporting and presentation skills.
  • Grant management experience with knowledge of the grant submission processes of major humanitarian and development donors such as USAID, OFDA, FDCO, SDC, DG ECHO, and UN Humanitarian Fund.
  • Experience in compliance and KPI monitoring (Monitoring and Evaluation).

Soft Skills:

  • Strong analytical skills, and apt at turning abstract discussions into concrete ideas.
  • Technical writing skills including developing proposals and reports.

  • Knowledge of and experience working with MS Power BI is advantageous.

2.) GIS Developer (National Position)

Background

  • The incumbent will support and effectively contribute to the initiation, planning, design, development, and implementation of web GIS applications, spatial and statistical data ingestion and analysis workflows, the automation of existing processes, and the establishment and improvement of a spatial data infrastructure using ArcGIS Online and ArcGIS Enterprise.
  • The primary focus lies with the development of tools using Python and built-in tools from the ArcGIS technology stack, and secondly with the integration of non-Esri tools such as QGIS, MS Power BI, VertiGIS Studio, and R into the SDI.
  • The incumbent is tasked to develop, review and improve business processes related to the support of humanitarian actors' IM/GIS capacity through the Humanitarian Information Analysis Unit (HIAU), which is primarily based in Maiduguri, and includes a permanent IM Officer in Yola and an IM Officer roaming between Maiduguri and Damaturu. The incumbent is further required to support the implementation of regular and ad hoc capacity-building sessions on IM and GIS for humanitarian partners in the BAY states that are delivered by the Capacity Building unit. The incumbent will be expected to develop practical, suitable, and innovative solutions for the GIS-related challenges faced by the humanitarian sector in its response to the crisis, and will also be involved in the development of data analysis tasks/projects with existing and new partners and donors.
  • The incumbent will be based in Maiduguri and will report to the Technical Advisor.

Description of Duties

  • Support and drive the implementation of a Spatial Data Infrastructure to optimize and expand the IM and GIS support provided to partners and other stakeholders.
  • Drive the implementation of workflows to automate existing business processes and add new standard information products for regular distribution to stakeholders.
  • Support the engagement of the program staff with data suppliers and consumers to ensure the effective use of data and generation of information.
  • Perform regular audits of the SDI for compliance with data protection regulations, using a Data Protection Impact Assessment (DPIA). 
  • Support the installation, configuration and maintenance of the SDI platform, developing the database, and making sure that the overall system is operational and meets the operational needs of the HIAU and external stakeholders.
  • Prepare thematic web GIS maps and apps to effectively show the humanitarian response context and activities integrated with related factors and data analysis.
  • Data Management: Design, develop and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis.
  • Assist the Technical Advisor and Capacity Building unit with the development of GIS training packages and conducting different levels of capacity bulding.
  • Ability to travel to other duty stations for any information management and GIS support.
  • Coordination and control of all GIS functionalities on the SDI platform with iMMAP staff and via the Technical Advisor with external stakeholders.
  • Provide direction and GIS guidance to iMMAP staff and external users of the SDI platform.
  • Ensure the successful implementation of the standard working procedures for information management and GIS within the SDI environment.
  • Assist the Technical Advisor in developing the work plan and highlight technical requirements and suggestions to improve the HIAU internal processes and the capacity building activities.
  • Complete additional tasks assigned by the Technical Advisor and Country Representative.

Requirements

  • Graduate of an Institute or University in the field of Information Technology, Information Management, or any other relevant field
  • Strong knowledge of GIS systems and supporting software (ArcGIS Enterprise, ArcGIS Desktop, and Pro are required), and experience in the development and management of spatial data layers, map, and image services.
  • A minimum of two years of progressively responsible experience in humanitarian information management, GIS, relational database management/administration, data visualization, or data analysis is required.
  • In-depth knowledge of relational databases, GIS software, and computer networks, and good knowledge of related hardware and peripheral equipment.
  • Experienced in GIS process automation using Modelbuilder, Data Interop/FME, and Python scripting
  • At least 3 - 5 years of working experience with GIS on-field operational level and in a multi-cultural environment.
  • Understanding data QA/QC processes for information management are essential.
  • Possess advanced skills in PostgreSQL database design and server management.
  • Advanced knowledge of programming theory and relational database principles.
  • Ability to work under pressure and long hours at different locations.
  • Flexible and adaptable to a fluid work environment.
  • Self-reliant and able to work independently.
