Sustainable Water and Sanitation in Africa (SUWASA) with funding from USA it) is supporting the State Government of Bauchi, in Nigeria to Implement an ambitious water and sanitation sector reform project.
The aim of the project is to assist the Bauchi Stare Water Board (BSWB) achieve commercial viability providing services in a sustainable manner and operate with financial and management autonomy.

SUWASA now seeks to employ a Nigerian national with the following qualifications and background. This position is full-time and will be based in Bauchi town, Bauch State.

SUWASA seeks to employ a dynamic and self motivated person to fill the position of:
 

Job Title: Team Leader: (Ref: Team Leader - Rivers State or Team Leader - Ebonyi State,)
Qualifications and Experience
  • At least a Masters degree in Engineering, Economics, Finance, Business Administration, or any other relevant degree.
  • A minimum of 10 years of professional experience, with a demonstrable knowledge of the policy issues and challenges in the water and sanitation sector in Nigeria and particularly, Bauchi Stare;
  • Experience in undertaking institutional, policy and regulatory reforms will tie an advantage;
  • Experience in working in a donor -fended environment;
  • Ability to plan, direct, manage, control and sake initiatives independently;
  • Excellent people-management skills and natural ability to motivate and build a strong team.

Key Responsibilities
  • The project Team Leader shall be a self motivated professional whose responsibilities include the- following;
  • Provide strategic leadership to the implementation of the project in Rivers or Ebonyi State;
  • Build strong implementation partnerships with USAID Nigeria mission, the Ministry of Water Resources, and other development key partners;
  • Prepare detailed quarterly and annual work plans and operational reports;
  • Develop human resource plans for the implementation of the project;
  • Supervise professional staff and any consultants hired to undertake specific assignments;
  • Coordinate all project activities with the relevant authorities, partners and the Regional Office;
  • Provide leadership and guidance to the technical assistance team and the administrative staff.

Job Title: Utility Finance Specialist (REF: UFS, Bauchi)

Qualifications and Experience
  • At least a Masters degree in Finance, Economics or Business Administration, or any other relevant academic degree;
  • A minimum of six years of professional experience in utility finance related activities;
  • Knowledge in financing of infrastructure is an advantage;
  • Experience in tariff designs and tariff policies is essential;
  • Experience in designing, structuring the financing of infrastructure projects for water supply and waste management;
  • Experience in working with USMD would be an advantage;
  • A demonstrable understanding of the financial challenges faced by the water and sanitation sector in Nigeria and specifically in Bauchi State;
  • Strong analytical and communication skills, with ability to interpret difficult financial information related to utility operations.

Key Responsibilities
 
  • Develop the tariff policy and based on this, design a tariff structure for water services in Bauchi; -
  • Recommend an appropriate billing system that is robust and easy to use;
  • Support the project implementation team in designing of innovative financing approaches to water and sanitation investments in Bauchi State. This may include exploring potential investments from the private sector;
  • Assist in knowledge development and management in terms of utility financing;
  • Coordinate with and establish useful links with partners and financial institutions involved in water and sanitation reform and finance.
