Job Summary
- UNICEF in collaboration with government authorities and FCDO in Nigeria has developed an innovative project ‘Climate Resilient Infrastructure for Basic Services’ (CRIBS) that aims to scale a model for assessing climate risks and vulnerabilities of primary healthcare facilities (PHCs) and primary schools and subsequently identifying and implementing interventions to make those facilities more resilient.
- The second phase of the CRIBS project (CRIBS II, 2025-2026) is being implemented in Bauchi, Enugu, Gombe, Jigawa, Kaduna, and Katsina states in Nigeria. Hence, the need to mobilize a team of 40 Engineers for the task.
Job Details
Main Responsibilities and Tasks:
The responsibilities and key assignments for this consultancy in relation to the CRIBS Phase II Project are as follows:
- Undertaking detailed survey of PHCs and schools identified by CRIBS project for climate resilient interventions
- Preparing designs and BOQs for the PHCs and school facilities surveyed
- Undertake construction supervision of the work implemented by contractors
- Certify and valuate the construction work completed by construction contractors
- Undertake any other work assigned by the supervisors.
Deliverables
- Each Engineer is responsible for the following deliverables. However, UNICEF may prepare twenty groups of two Engineers for engineering survey and supervision of each facility.
- Collectively the 40 Engineers will be responsible for survey, design and BOQ preparation for about 200 facilities, and manage site supervision of an estimated 160 facilities. In average each Engineer will be responsible for following deliverables:
- 10 facilities (PHCs and Schools) detailed survey completed, and survey report including GPS coordinates, photographs, and
submitted in a format provided by UNICEF - 10 facilities BOQ prepared in the template provided by UNICEF with quality standards and drawings
- Construction supervision of 10 facilities carried out for the facilities (PHCs and Schools) assigned to him/her through daily/weekly visit to facilities as agreed with the supervisor
- Progress status of construction work of assigned PHCs and Schools updated every week with photographs
- 10 facilities (PHCs and Schools) detailed survey completed, and survey report including GPS coordinates, photographs, and
- All the above-mentioned reports are to be submitted on time to the WASH Specialist of Kaduna, Bauchi, Kano, and Enugu Field Offices.
Requirements
Work Experience and Key Competencies:
- Interested candidates should possess a B.Eng Degree
- A minimum of three years of professional experience in the civil engineering construction field is required.
- Experience in managing PHCs and School construction/rehabilitation projects would have added advantages.
- Experience in community dialogue, ability to work at the community level, and ability to speak the local language.
- Teamwork and negotiation skills on project development issues at the community level.
- Excellent presentation skills, both in terms of written and oral communication.
- Willingness to travel to rural and semi-urban areas of the state/country.
- IT skills with the ability to generate data, interpret, and utilize it for planning
- Ability to work effectively with LGAs and local leaders.
Language:
- Excellent communication and writing skills in English.
- Knowledge of Local language (Enugu/Hausa).

2.) Project Assistant (ICT Standardization)

Job Summary
- The Project Assistant (ICT Standardization) will provide technical, administrative, and coordination support in the planning, implementation, and monitoring of ICT standardization projects and initiatives.
- The role will assist in facilitating stakeholder engagements and preparing technical documentation.
Main Responsibilities and Tasks
Project Coordination and Support:
- Assist in the day-to-day management and coordination of ICT standardization projects and activities.
- Support the preparation and updating of project work plans, schedules, and progress reports.
- Track project milestones, deliverables, and timelines to ensure compliance with agreed targets.
- Coordinate logistics for project meetings, workshops, and technical committee sessions.
Technical and Research Support:
- Assist in drafting technical reports, policy briefs, and discussion papers related to ICT standardization.
Stakeholder Engagement:
- Prepare minutes, follow-up actions, and summaries of stakeholder consultations and technical committee meetings.
Administrative and Logistical Support:
- Manage project documentation, correspondence, and filing systems.
- Assist in the preparation of procurement requests, budget tracking, and financial documentation as required.
- Provide logistical support for capacity-building programs, conferences, and standardization fora.
Requirements
- Bachelor’s Degree in Information Technology, Computer Science, Engineering, Project Management, or a related field.
- Minimum of 3 years of relevant work experience in ICT projects, standardization, or quality assurance.
- Experience working with public institutions, standardization bodies, or international development organizations is desirable.
Technical Skills:
- Good understanding of ICT standardization processes, frameworks, and emerging technologies.
- Strong research, analytical, and report-writing skills.
- Proficiency in MS Office Suite (Word, Excel, PowerPoint) and project management tools.
- Familiarity with international/national standards bodies such as ISO, IEC, ITU, or IEEE is an asset.

3.) Education State Facilitator

Job Summary
- The Bauchi Field Office Education team is supporting the State Governments in the implementation of the education interventions and Climate Resilient Infrastructure for Basic Services (CRIBS) that aims to scale a model for assessin climate risks and vulnerabilities of primary schools and subsequently identifying and implementing interventions to make those schools more resilient.
- The partnership with the government is to support Bauchi and Gombe States to increase access to learning opportunities, improve enrollment, and ensure active participation and completion of quality primary education by all children,particularly children with disabilities (CwDs), girls, and adolescents.
- It aims to complement the efforts of the government and those of its development partners to address effectively and substantially reduce the number of OOSCs through improved access, quality learning, and system strengthening.
- The education team in Bauchi FO comprises only two staff members. Given the demands and increased scope of work, the Education section is proposing to hire two State facilitators to support the monitoring and delivery of the programme.
- The engagement of the State Facilitator will support and ensure effective coordination and monitoring of the implementation of all activities under the CRIBS and Education interventions.
- The State Facilitator will be responsible for real-time monitoring, data collection, reporting, sharing feedback on program implementation, and ensuring resources are utilized judiciously for intended purposes.
- He/She will consolidate the reports, track progress, provide technical guidance, deploy knowledge and experience to create momentum at the state, LGAs, communities, and school levels in quality and timelyimplementation, and ensure the sustainability of education programs.
Main Responsibilities & Tasks
- Support the planning and implementation of the Climate Infrastructure for Basic Service (CRIBS) project in schools in collaboration with the State Universal Basic Education Boards (SUBEB), State Ministries of Education (SMoE), State Agency for Mass Education, and Local Education Authority.
- Support planning and implementation of the Bauchi Field Office Education workplan, and other education activities at the State and LGA level in collaboration with the State Universal Basic Education Boards (SUBEB), State Ministries of Education (SMoE), State Agency for Mass Education, and Local Education Authority.
- Support the States with the digital systems/platforms – EMIS- following up on data collection, reporting system glitches
- Collaborate with state ministries, local governments, and implementing partners to ensure program alignment with national and state education priorities.
- Monitor the School-Based Management Committee work in the targeted LGA in collaboration with SUBEB Support implementation and monitoring of Blended learning in formal and non-formal centers using the Nigeria Learning Passport
- Conduct classroom observation of teachers’ application of teaching techniques/skills learned from training and maintain a database on key education targets using tools provided by the UNICEF Education section.
- In collaboration with government partners and UNICEF, monitoring the implementation of the FLN across the intervention schools
- Support learning assessment capacity building for State Officials
- Build and maintain relationships with key stakeholders, including state, local governments, communities, and civil society organizations (CSOs)
- Regularly communicate with UNICEF Field Office education staff responsible for the activities and discuss issues of concern on the implementation of projects.
- Provide monthly progress reports on the status of the project activities and support the documentation of best practices and lessons learned from implementation.
- Any other duties assigned by the Education Specialist
Deliverables:
- Monthly work plan detailing how key tasks will be conducted in monitoring the CRIPBS interventions
- Monthly progress report detailing achievement, best practices, and lessons learnt from CRIBS and general education interventions
- Timely submission of bi-weekly, monthly, and quarterly activity progress reports and emerging reports on specific interventions
- Daily update on the progress within the assigned state with respect to the CRIBS and Education investment
- The facilitator is to spend 60% on the field for monitoring and supportive supervision
- Human-Interest Stories and Picture Stories
- Monthly analysis of teachers' monitoring report
Requirements
Education:
- A first Degree in education, social sciences, economics, or related fields
- Computer Literate
Language:
- Fluency in the English language and good English writing skills. Fluency in
written and spoken Hausa, the language of the immediate environment
where the Facilitator is deployed.
Work Experience:
- At least 5 years of experience and demonstrated ability in supporting
capacity development work in education. - Experience working on gender issues and extensive knowledge and skills in
education and social sectors in Nigeria preferably in northern Nigeria. - Experience working in a humanitarian and development context is an asset.
- Skills in the use of Microsoft Office suites are a must.
- Experience working with UN or NGO programs/projects is an asset
