Job Position: Logistics & Supply Chain Management Expert - Drug Revolving Fund Activity Evaluation

Job Summary

• Navanti is seeking a Logistics & Supply Chain Management Expert to support the team lead in developing context-specific tools for engaging various stakeholders, providing context to the evaluation, and supporting the development of the report.
• The Logistics & Supply Chain Management Expert will work with the team leader to conduct interviews, analyze the data, and develop the evaluation report responsible for the overall coordination and management of the evaluation team’s effort and for ensuring a rigorous and high-quality evaluation in the locations stated above. Under the guidance of the MEL Support Activity, the Logistics & Supply Chain Management Expert is expected to work closely with the USAID/Nigeria-HPN team.
• The team will use a combination of literature review, secondary analysis of population-based surveys, and quantitative/qualitative data collection through focus group discussions and in-depth interviews to gather insights to answer the study questions, with a special focus on data from the four states listed above. The team is also expected to propose based evaluation methodology/approach as required.

Qualifications
The candidate is expected to have the following qualifications:

• A minimum of five years of professional experience in one or more of the following areas is required: health supply chain management, supply and logistics, public health/nutrition planning and management with supply component, or maternal and neonatal health care with supply chain management
• A good understanding of public health principles, policies, and practices especially related to pharmaceuticals, healthcare financing, and access to medicines will be an advantage.
• Experience in developing countries and/or transitional economies.
• Strong communication skills with excellent spoken English, and excellent report writing skills.;
• Health supply chain management experience is an advantage
• Experience working in managing logistics of Family Planning, malaria, and MNCH commodities is essential
• Demonstrated success in the acquisition of competitively procured USAID or other donor-funded development projects;
• Established track record of carrying out analytical work and preparing high-quality technical reports, policy briefing materials, and presentations;
• Familiarity with health system dynamics, including financing mechanisms, procurement, supply chain management, service delivery structures, and regulatory frameworks related to pharmaceutical and drug revolving fund schemes
• Demonstrated experience with supply chain capacity building and policy reform, with preference to those with considerable working experience in Nigeria or other sub-Saharan countries.
